30cc Fuelie Engine Idling HIGH

So my MT just started to idle high, From what I have inspected it looks as if the base gasket is hanging out a little suspecting me to believe it blew out (these things come with such cheap plastic gaskets) I'd like to know if it is indeed a blown base gasket, would that cause the high idle I have, the idle screw does nothing to lower the idle, it will increase the idle if I go the other way with it though, I have already retuned the carb and that didnt help either, I have two extra gasket kits but I like to hear it from you guys that know more then me before I go ripping my truck apart. Is this a symptom of a blown base gasket ?

Spray some wd40 around the gasket and that should tell you pretty quick if it is blown (while it is running). The idle will change if it is.
 
Will do, tomorrow I will have to do a spray test, would brake cleaner work as well?
