The Alro cover allows you to advance the timing up to 7 degrees and 3 degrees retard

General principle: retarding the timing allows for more top end, advancing the timing allows for better torque. This product is for the true 'fine-tuner'; modifying the timing a few degrees will give a moderate performance gain.

Would I have to run a higher or lower octaine gas? I run 89 now.

you should be fine with the 89. your only adjusting the firing timeing, not the compression.
