Fixing wheels wobble

Is there any way to fix the way the wheels slightly wobble from left to right?

To be clear, I'm talking about the wobble you get when lifting the wheel off the ground and pulling on it left and right, so not a wheel balance issue. Regarding the shims, would stuffing a shim there have any negative effects? Is there a reason for that gap or just poor parts machining? I'm asking because all 4 wheels seem to have the exact same play.

It's just slop, you can shim it out. Don't make things super tight though, you want just enough play to keep things moving smoothly.
