i was just wondering how i should clean the out side of it becaue oil has been on there and sand and bust has built up on the out side of the carb ?

What is it you want to clean? The clutch, engine or the carburetor? Don't get it really.
Clean the engine with engine cleaner for cars or gasoline. Just make sure you block the holes to the exhaust and intake so you don't get dirt in there. A toothbrush usually does the trick for me. Same goes for the carburetor, and if you choose to dismantle it don't put the meter diaphragm upside-down when you reassemble it :>
I good tip is to get some compressed "air on a can" to blast the car after you use it if you don't own or have access to an air-compressor. This wont help if its stuck in oil etc ofc. Though if you don't have any leaks there should not be much of that on the car. Usually comes from the muffler, i know, but some heat resistant silicone did the trick for me at-least.
If its the clutch any cleaner will do, since it's just carbon-steel.
