Toss that spacer plate on the exhaust you don't need that. Looks like your just leaking from there. I use a copper gasket with high temp copper rtv and never once had a leak.
 
Is the spacer plate the finned metal plate? Also if I rev it, it shuts down instantly so i guess its lack of fuel. It last ran on a beach so maybe the carb is blocked?
 
Changed the carburettor to my old 970 and the things started up first pull, so I guess the carb is blocked or something, took some pictures of it, any indication that its faulty? Also is a rebuild kit worth it or should I just get a new one or any other options?

Yea well you didn't say that in the beginning and if its lean its lean no sugar coating it. The gas carries the oil and if its lacks gas well guess what there's no oil
 
I'm getting confused, should I try again with the 1107 carb, its pretty new and nothing seems out of place? But then why would my 997 work straight away? Also I like tinkering so I think a rebuild kit would be fun
 
Have a go at rebuilding it. What have you got to loose plus SeanD is a master and he will guide you.

Stop giving not so smart advice based upon reading posts on the internet. If the o/p's engine has a recent history of running lean that means that the engine "could" be lacking internal "migrated oil" . A lean a/f ratio will cause detonation and can cause an abrupt partial seizure on the exhaust side. Same can be said for wot revving of a cold engine. This can cause a "4 corner" cold seizure.
