Sounds like your battery is very low to me. First off, you should throw that wall charger in the trash and get yourself a decent digital peak charger. Do you have a digital multimeter? If not, you should get one so you can see what the actual voltage is instead of going by lights.
 
Get yourself a Voltwatch. This will always tell you what your battery cannot. The stock batteries on the KM's are good as long as they don't sit. They will loose charge quickly.

Take the bolt out of the front steering assembly and make sure there is no binding. Then try out your servo. That will tell you if its the servo.
The stock KM servos are proprietary. You will need a HPI adapter to swap out to the 5745MG if its bad. It is not money ahead to fix the stock servo.
I think it may be the battery too. What charger are you using?

It plugs into any open channel on the Rx. You really lose that wall charger and get a digital peak charger. A decent one is around $60 if you shop around.

I'm gonna wire the battery from my sons stampede to see if the wheels will turn the way they should. I am waiting for it to fully charge. Will update in a few!
