Hi, I've got a Baja 5b with the 30.5cc engine and can get it to start with starting fluid, but it won't stay running. Does anyone know the carb needle settings for this engine? Could this be a diaphragm issue?

Try 1and1/2 low 2 high . Idle just touching throttle lever and 1/2 turn. Should get you running.

Sounds like a fuel delivery issue, and you’re already on the right track, If it starts on starting fluid but won’t stay running, that usually means it’s not getting fuel through the carb properly. Carb needle settings good baseline for a 30.5cc Baja
Low (L):
1¼ turns out
High (H): 1¾ turns out
Idle screw: set so the carb butterfly is just slightly open. That should be enough to at least keep it running and tuning from there.

No doubt a fuel issue.
If it was me, I would pull the carb off and go through it before I went any further. Lean conditions in a 2 stroke can be the death of it , and starting fluid also dry's it out internally so be careful using that crack in a can.
