I realize that most onroaders seem to come with 23cc motors because the torque of a 26cc makes it almost unusable. My questons are, is it possible to go with a low enough compound tire that it may hook up? What about gearing it 28/36, would that make it any better? My questions are aimed more at a topspeed car not a track car.

The larger the engine displacement the more torque you get and less on the rpm and rpm is for the topspeed. A 26cc can be stable on a rear wheel drive car with the right set-up from higher gears, lower rpm springs and heated up PMT tires.
I have not seen any 26cc and even modded large displacement engine have a higher top speed than a stock 23cc Zenoah on a sportsline.
There is one in my area that hits a avg speed of 65+ and that is not even going straight, it's on a oval track.
 
rpm is the ticket. best tires for grip I have tried are on my semi. I have had many different sets of on road tires and this thing is glued to the ground now they have worn in... still need to warm the tires up a bit but they are so wide in the rear.

I am getting ready to order red springs for the rear of my onroad car. But I see that there are 2 different ones, 1 listed as 2.8mm and 1 listed as 2.4mm. How do you determind which to get?

I believe they come with the 23cc because of race rules on and at most tracks.

They only use the G23 and not even the new G240 motor on the latest 08 FG Sportsline, 07 Comp, and 08 Evo Comp. The FG F1 are the ones that have the 26cc motor.

I think you mean G230's.
 
flarcer. the springs are for the different types of shocks. the stock off road type are wider (red body) and the aluminum on road shocks are thinner. I run the off road shocks on all my rides, except one experimental...

I just got a set of alloy shocks with kcr balloon springs. pretty cool but a tight fit in the front arms.
