After installing 2 speed transmission should the clutch bell turn with gears?

Yep it free wheels until clutch reaches it's engagement rpm then it turns the gears

If it is hard for me to turn by hand is that okay? Or should it turn normally with no resistance?

U could have stretched the clutch spring causing it to engage and that would make it bind.
