813 Extra Screw

I had my carb off today and noticed something odd. I only have one 813 so I don't know if the long hex screw sticking out is normal. It looks like it was jammed into it along with RTV. Anyone know what the story is? The 813 is on the left, 668 is on the right. See the screw?
 
This is another way to feed these carb with the pressure/vacuum from the crankcase and using a small threaded pipe, you need it when you run reed case engine.


On your carb, the small pipe is replaced with that bolt to go back to a normal operation.
