Baja 5B wont crank

I purchased a Baja 5B a while back and bought new carb and tried to start engine but it wont even pop like it is even trying to start. how many tuns out should i start with needle settings? i do have Spark to plug. Also the person i purchased from had installed an adapter behind carb that has two aluminum bottles connected by clear tubing. anyone ever saw this or what purpose it was installed.
 
Those are boost bottles and are more of a gimmick and me personally the look of them are similar to nitrous bottles so they act like a "boost" but I've never heard of them being good. If you have a proper engine with good porting the bottles are pointless.

If its a 32cc you should have the 1107 carb if not it's probably a 668

i would get rid of them too, idk what tuning issues they might cause. the idea behind them is kind of solid though, yamaha used to put them on their racing dirt bikes. i would read the baja manual and the manual to the motor first. sounds like carb settings. try factory settings first, then play with all the settings, lsn, hsn, idle speed, try all with and without choke, holding the throttle a little open, max open, etc. if you can get it to run but it dies try increasing the idle speed. whatever you do just don't run it too lean, you can damage the motor. good luck
