Breaks stuck

Ok, the issue I am having is the breaks seem to be stuck on when I give it gas the car revs up but the wheels will not turn nor can I even push it forward the wheels are tightly locked, anyone have any recommendations on what I can look at to see what could be the problem?
 
Look at the drive train, front end off the ground turn one tire, watch drive shafts etc and repeat for rear.

Also take gear cover off and check gears, does the brake arm move free?

The set screws for the brake is hard to get to and can move to cause issues...

The wheels will turn if I lift it up off the ground and rotate them with my hands, but if you set it on the ground it won't move at all, Im not sure if I have mentioned it before, but im really need to these 1/5th scale so still learning where everything is and what's what, so not too sure where the brake arm is located, trying to find my parts manual that shows me all the parts.
