i think you will have to pack the inside pad so it clears the hub, then you might have to use longer axels and squares, and then the wheels with spacers on,this is an old pic of my rears, you can see how the pads line up..............phil

... you can also see the grooves where the circlips go, once you get the discs +/- straight.
I've had similar problems.
The next one will be to ensure you have enough thread coming through the wheel to permit the nut to tighten the wheel on securely - and without having to over-tighten - which will actually push the wheel square onto the bearing and stop the free running of the wheel.

You'll get there, but there's a bit of trial and error involved !!
