The primer is an air purge system. I've covered this a few times now. It there is a check valve in the center that allows fuel out of the carb but not back in it. Pushing it forces the needles off its seat to allow air to evacuate the system and fuel to enter into the metering chamber. Now that I know it sat, a rebuild kit to replace the faulty metering diaphragm should fix your issues, I personally really like the spiral diaphram. It will solve the hard metering diaphragm problems, but not alleviate and fuel or contaminate related issues in the carb. Normally a good cleaning will take care of that. When you get a kit keep your old metering lever spring, and reuse it. The kits are generic and the spring that comes with isnt application specific, and can throw your pop pressure off.
