connection on nitro fuel tank

My son just bought a huge nitro plane that was partially completed. The fuel tank has 3 aluminum tubes loose inside of the tank and a solid rubber plug with a hard plastic disk screwed on the outside. The disk has 3 holes in it. There is also another smaller hard plastic disk with 3 holes in it. This disk is small enough to fit inside the tank.
I am making some assumtions here, but I THINK that I need to drill holes in the solid rubber plug that corispond with the holes in the disks and push the tubes through with the smaller disk on the inside.
From there, I hook up a short rubber tube on the inside of the tank to a "clunker", and 3 tubes to the out side. The 3 tubes will go as follows:
1 - the one connected to the clunker goes to the carb
2 - one goes to the barbed fitting on the muffler
3 - a tube with some sort of "plug" goes to a convenient accesible place to refill the tank (after plug has been removed).

Can someone tell me if I am on the right track?
If I am going in the right direction, any advice would be appriciated.
