It's there to direct cooling air around the cylinder head.

Running without it will risk over heating and seizing.

If you run in weeds you're just going to have to clean under it regularly.
 
It might help actually, I'm guessing the flywheel threw that grass up under the engine cover. The flywheel outerwear would prevent the flywheel from picking up crap.
 
The flywheel is also a fan that force's air over the head.. Without the cover on you will over heat the engine faster. At an idle or low speed you would just be building up heat.
 
Thanks for pointing out the active cooling and reason for the cover. Looks like it will be going back on and I'll look at picking up an Outerwear cover.
