Yes, it keeps the bones centered when the arms are all the way down (suspension off the ground). This keeps the bones from falling out. They act as a "spring" this has been used in the past also for racing even in 1/8th and 1/10 scale. Easy and inexpensive insurance. I forgot te mention it will also keep the end of the dog bones from binding and possibly breaking the drive cups. I see it here on this forum as well I have had this problem on my 1/8th scale racing back in the day.

heres is mine. just got done doing them.. i used foam ear plugs for contractors.. i just trimmed a little sliver off. you want to do this with the shocks off so you can tell if you put too much in. it will restrict suspension if you have too much. speedy has a good example of what will happen. if the front outside falls out it can also break the stearing mount..

I just did this along with greasing the dogbones tonight. I used fuel tubing, truck side 3/16" and wheel side approx. 1"
