Use some electronics cleaner. You can get it at any auto parts place. Just don't hit the air filter with it, you don't want the dirt getting into the carb.
 
I've personally used brake cleaner for years, it doesn't leave a film or break down/eat at plastic like carb cleaner does.
 
If you were doing a thorough carb cleaning, you'd use carb cleaner. But since you're just cleaning the outside, electronics cleaner would be better. It's safe on plastic, etc. And don't hit that vent hole directly.
