Front wheels turned out a bit

Is that normal. It doesn't look normal, but my front wheels are turned out a bit. Everything is tight. Where do I adjust to turn them in?

There is a silver turnbuckle connected to the wheels that will turn them straight.

depends what you want from the handling. some people run toe out (what you describe is called toe out) for more initial turn in when cornering. running them straight will give more straight line speed, toe in will give more straight line stability
