Heavy Duty Bead Lock Question

Ok got some new HPI wheels and heavy duty beadlocks, fitted the tyres and screwed down the beadlocks but the beadlock does not sit flush against the tyre? is this correct? pretty sure the tyres are on correctly or the same as they were on the old wheels, this is only on the outer the inner is fine?
