I just pulled my out of storage after two years, I was deployed overseas. I put new gas and charged the batteries and the engine turns over , but It will not start, I am also unable to move the choke lever, I was reading on line that the stop is a button, but mine looks like it slided is that normal. what could be preventing it from starting??

probably a gummed up carb, is the plug getting wet? do you have spark?
ditto on the carb,check that you have spark,and if you getting fuel in the engine by checking the plug if its wet. if your not able to open or close the choke take the carb off and get to cleaning or get a new one,
 
I went and pulled the plug and the cap that is on top came off the wire, I took the wire and touched it to the spark plug and I did not getting a spark, when the plug is out I can smell gas but the plug is not wet. is there an instruction or manu on how to clean the carb????????
 
did you touch the plug main body to a metal part of the engine to ground it? just like a 1/1 car needs ground to check spark,
most auto parts stores sell a single wire/boot set make sure its got a 90 degree boot and you will be set,suppressed or copper core either will work. if you have issues installing it i can email you a copy of installation instructions i send out with my wires

I make copper core ones for cheap $7 shipped in the usa, chitown joe also sells suppressed ones. There are a few differences between the 2. Copper will give you the most power, but does in some applications generate emi. The suppressed ones will help to block this but in my experiences copper is best for magneto type systems.
