I got the rampage today and while putting thread locker on set screws noticed top gear is only hitting middle gear halfway is this normal?

No the top one is out a bit.
Pull it off and have a look behind it.
Don't thread lock those nuts.
They're self locking and the Loctite will eat the plastic locks in them.
