Can you post a picture of the broken bolt?

There are several ways to try to remove a broken bolt, but no matter which method you choose, you must be patient and careful. You don't want to have to make multiple attempts, usually things will get worse!

I don't think the actual bolt is broken, just the tip of the Hex headed tool broke off inside the head of the bolt
 
Since the bolt is not broken and you say that the end of the tool has broken off, then I would use a small dental tool "a metal pointed pick". With that tool you should be able to dislodge the top from the bolt. Use lots of light and a magnifing glasses to carefully work the broken tip out of the head of the bolt. You also can drop a small amount of oil on top of the broken tip before you try to dislodge the broken tip. This might help to loosen the metal to metal binding occurring between the bolt head and the broken tool tip.

Is it 2- or 4-bolt?
Did the head snap off the 1st and you stopped, or did you remove the other(s)?

If removed can't the head lift off anyway?
Any stud sticking proud of the broken one? Cut a slot in it and use a flat blade screw-driver on it.
The head should tap out of the head ....
