Can anyone tell me what im doing wrong ive got plenty of spark my fuel bowl is full I've turned out both high an low screws 2 turns but cant get it to start any ideas
 
2 & 2 are quite a lot for a normal petrol engine.
All need fine tuning, but generally a Zenoah, for example is 1 1/4 LOW, and 1 1/2 HIGH, so at 2 & 2 I'm not surprised.
If it's not a Zen, then check manufacturers' recommendations.

Stock is the same.
At 2 and 2 you're flooding it.
 
The needle valve settings below are for the Zenoah G320 RC
Carburetor H 1 7/8 ± 1/4
Standard setting L 1 3/8 ± 1/4

The starting procedure is taken from the manual.
1. Push the primer pump several times until overflown fuel
flows out.
2. Close the choke lever and move the throttle
lever 1/4~1/3 open position.
3. Pull the starter quickly until first firing noise.
4. Open the choke throttle and move the throttle lever 1/4~1/3 open position.
5. Pull the starter quickly
6. Over choking may cause starting difficulty due to wet
spark plug.
7.In this case change spark plug or dry it, and remove the rest of the fuel in the cylinder by pulling starter.

I had a problem with vapor lock and could not start the motor, DDM advised me to replace the carburetor and that solved my problem.
