walbro 813 carb

hi all ive stripped my carb down soaked it in petrol over night blasted it with air & now im almost ready to put it back together, but im stuck on the metal rod & flap with a what looks like a missel underneath it, under the primer bulb how does that all go back together? , round dent pointing up or down & how tight do i tighten it?
