Slowly turn the high and low speed needles in all the way to feel for burrs and to make sure the seats feel clean when the needles bottom out. If you feel any boogers or resistance in the threads, pull the needles out and examine.
Plug the fuel inlet and return line with your fingers, then press on the primer bulb to be sure it stays pushed in. If it returns then you have a bad gasket or loose screws holding the primer down. Check the 4 screws and press the primer again, if the primer bulb pops back out, remove the 4 screws and check for tears in the gasket.
If all checks out well, bolt it on and enjoy a proper carburetor.
