yes Rixxer. Tuning is the Key in cold weather. cold air condenses, thus more oxygen in it. you need to richen the needles a bit. the colder out it is, the more the oxygen condenses the more fuel needed to not run lean.
 
finally got an email back from zenoah as regards break in for their engines, pretty much as said by timmahh...i got it pretty close to this so I'm happy

1) Bore treatment: Yes, bores are chromed.
2) Break in : No specific break in is required.
But we think it may be better
a: 1/3 tank at slow RPM
b: 2/3 tank at mid-high RPM
