I don't know how old / well used your engine is, but it's either too rich or too lean.
Remember there are 2 needles - Low and High.
Low caters for idle up to medium revs, high thereon.
I'd count as you screw in the needles, then register for reference, then reset to 'factory spec' of 1 1/4 LOW; 1 3/8 HIGH.
All carbs are slightly different, particularly after use, with some heavy treatment, so there may be slight differences.
Sill questions:
1. Is the air filter reasonably clean - not blocked?
2. Is the breather OK - not blocked?
3. Is there fuel in the tank?
4. Is the cap well connected onto the spark plug?
5. Is the spark plug in good condition - not oiled up? (Check colour)
6. Is the spark plug loose in the head?
7. Are you getting a spark? Must be if it's idling OK.
