Seal not seated properly

So on this 34cc esp the seal is not all the way seated as you can see in the photo. When I bolt up the clutch plate it rubs against the seal. Now my question is where should I insert a socket and tap it with rubber mallet in order for it to seat flush?

Inside (red)

Outside(white)

Outside for sure. There should be a metal ring around the outside covered with rubber.

Just make it even, any deeper and the seal will drag on the bearing.
