I had the same problem and it was the needle that allows fuel into the carburetor. In the motorcycle world we call it the needle valve or needle and seat. Either way the tip of the needle was not stopping fuel flow so every pull of the starter was letting unregulated amounts of fuel to pass through the carburetor filling the crankcase to the point that it was dumping out of the air filter. You have so much fuel pumping through the engine that you are actually putting the fire out with gasoline unless you have the throttle wide open. Disconnect fuel lines and Purge the crankcase by removing spark plug & putting a rag over the spark plug hole when you pull on the starter a few times. Rebuild or replace carburetor & problem goes away...
