what is the point of a slotted header. Like if it slides wouldn't it restrict the port? Wouldnt it be better to have exact holes that line up?

It's so you can get it on and off easier. Placement is dictated by the person bolting it up.

Ok but you can’t see the ports when you bolt them up... so how do u know to get it even

Just center it on the flange best you can. I actually haven't had one I couldnt see to center yet, but i can say eye balling it is close enough for bashing.
