Thats what you want. Just don't dig the wheel into the pipe and you'll be fine. Softer non ferrous metals will get chewed up by the steel wire wheel but not steel

I’m just don’t think that will get the bluing off, I’ve been using the same thing just less abrasive
The bluing is chipped run and looks like

Just sand the poop out of it going from course to fine papers and then polish it, blue the welds if you can find someone else with a torch (wouldnt trust you anywhere near a torch) and done. And don't be a lazy fiddlestick and oil it after every run next time. FFS
