Ok.... so swap out to a 40 or 50 weight and see where ya stand. Your fluid is too thin to properly dampen the springs. Where is the chassis hitting on the ground?

Take a measurement of where your springs are set now. Increase the tension by .5mm. I'd seriously consider swapping fluid to a known weight. Then you have a true baseline.
