Won't start, tried everything

I put my Redcat TT (1/5 scale gas) away since last year with no fuel. I broke it out for the holidays and filled it with fuel that I had around the house. It ran but bogged down. I decided to empty the fuel and try some fresh fuel before playing with the settings.
After a few days I filled the car with fresh fuel (93 octane with 25:1) and it wouldn't start.
I tried the obvious, first I reset the carb to the initial settings, L 1 3/8 and H 1 1/4. Wouldn't start.
So I checked the plug, I am getting spark and just in case I changed the plug. Won't start.
Next I removed the carb, I took it apart and soaked it overnight in carb cleaner.
Still won't start.
I only have about 5 - 10 hours on this car since new.
What the heck am I missing here?

Bought mine yesterday. Only 3/4 of the first tank used. I was misled or didn’t understand the oil ratio I had mixed 1 litre of oil with 4 litres of gas. It stared ok but was very messy. I ran it for about 20 min and then put it on the street and ran for about 15 min with just a small bit of throttle. Let it cool down and did the same thing. When I started to drive it on the 3rd time I drove it in a large park. It seemed to be bogging pretty good. I was still running at 1/2 throttle. After about 10 min or so while in the park I saw more smoke coming out of the back. My top was melted somewhat out of shape and J lost my black rubber thingy that holds the pipe on. It won’t fire at all now. Bought a new plug and checked the fuel lines. All seems good but absolutely no fireing at all.

you're way over the top on oil fella, 1 liter of oil is enough to mix 25 liters of gas at 25;1 ratio, or 40ml per liter,
