Not necessarily, it appears that you blew out the bead. If that is the case and you continued to run you should expect damaged foams. If I'm seeing it wrong and that is what you found after disassembling the wheel then yes blame it on crap Rovan foams. The foams that came in my LT305 were all of different levels of firmness. One broke apart trying to pull it out of the tire. One was very soft and squishy, the other two were more consistent and didnt seem horrible.
 
Another thing that helps keep the tires from pulling out is hair gel, don't laugh, its an old BMX trick for keeping handle bar grips on securely. I have had good luck with this for several years now.
