Your engine has an external air leak. Those engines were known to leak past the throat of the carb you need to remove the carb off that engine and use a light coat of rtv and stuff it back in the hole and let it cure..if that doesn't work the air leak is behind the pullstart

Check your fuel lines too. Make sure there are no inline fuel filters or coolers that may have worn parts or loose connections.
