Doug thats called smut... its 1 of 2 things.... 1 they didn't wipe off or dip it in a de oxidation bath to get that off or 2 they failed to seal it....best thing you can do right now doug is put those caps in a hot water bath on the stove. Cook them for about 10 minutes in the boiling water then wipe it off and use some never dull
