Doug thats called smut... its 1 of 2 things.... 1 they didn't wipe off or dip it in a de oxidation bath to get that off or 2 they failed to seal it....best thing you can do right now doug is put those caps in a hot water bath on the stove. Cook them for about 10 minutes in the boiling water then wipe it off and use some never dull

Just wash them with soapy water
Whenever I do shocks my hands get red... but not like that... with bloodCheck this out
...the treads always cut my hand in like 10 places. I always try to use a rag but always mess up .
